DelBene team already coming together

Suzan DelBene, the first declared Democratic candidate for Washington's eighth congressional district (WA-08), announced yesterday in an email to supporters that she is hiring several people to fill key positions in her campaign.

DelBene's campaign manager will be Kelly Evans, who successfully led Chris Gregoire's reelection effort last year and served as the campaign manager in the fights against both Initiative 912 (2005) and Initiative 933 (2006).

DelBene's media consultant will be Dan Kully, of Laguens Kully Klose. Like Evans, Kully was part of the teams that helped defeat Initiatives 912 and 933. He put together Darcy Burner's media last cycle, and was responsible for the widely praised ads that helped propel Jon Tester to victory in Montana in 2006.

Senate passes retro reform (SB 6035)

Moments ago the Washington State Senate acted on another of NPI's 2009 legislative priorities by passing a bill to reform the state's retrospective ratings system. Six Democratic senators go on record opposing Homeowner's Bill of Rights

Earlier today, as NPI reported, the Washington State Senate passed SB 5895, the 2009 version of the Homeowner's Bill of Rights. While the victory is significant - and everyone who helped lobby for the legislation should be proud of their efforts - the margin of victory for this year's bill was as narrow as it could have been.

Twenty five senators voted in favor of the bill. Twenty four senators voted against. The Senate is comprised of only forty nine senators. Pretty simple math.

Joining the entire Republican caucus (always happy to oblige the BIAW) in opposing this critical consumer protection bill were six Democrats: Senators Sheldon, Haugen, Kilmer, Jarrett, Ranker, and Shin.

Gov. Gregoire may run for third term

The governor may be back for more punishment, according to AP reporter Curt Woodward.

Democratic Gov. Chris Gregoire is considering a rare third run at the governor’s mansion.

Gregoire has registered as a candidate for governor in 2012 with the state Public Disclosure Commission. Gregoire’s spokesman tells The Associated Press that she hasn’t decided whether to run — but she’s keeping her options open.

It’s the first time Gregoire has publicly said she’s interested in a third term. The last Washington governor to run for three terms was Republican Dan Evans, who served from 1965-1977.

Gregoire was elected to her second term last fall over Republican Dino Rossi. State law doesn’t allow her to raise any money for a possible 2012 campaign until the 2009 legislative session is over.

Yes, that is Sister Margaret Casey you see on campus

After a 10-year hiatus, Margaret Casey is back on the Capitol Campus, lobbying again. (I promised I wouldn't disclose her client until she gets all her ducks in a row.)

Casey, who lobbied for the downtrodden for years, was a "recovering" lobbyist, but apparently has relapsed. (I'm told lobbying is a tough addiction to kick.)

Another case in point: Jim Boldt.

Another tough addiction to kick: lawyering. (In fact, Gov. Chris Gregoire sometimes refers to herself as a "recovering lawyer.")

Anyway, the reason I mention Margaret's return is that she's wearing a button that says simply, "56 percent."

What does that mean?

Vance gives his own analysis of Rossi loss

Former Washington State Republican Party Chair Chris Vance, who also represented the suburban 31st Legislative District for seven years, wrote an op-ed piece for Crosscut today, in which he provided his analysis of what caused Dino Rossi to lose the 2008 gubernatorial race that, for so long, seemed within his reach.

Namely he blames the bad economic climate that hit in October, which he argues reminded voters across the state of their negative views toward President Bush.

Pollster Elway says gubernatorial election was never close

Local pollster Stuart Elway, who drew the ire of many a conservative this cycle for his polls that consistently showed Gov. Chris Gregoire further ahead of Dino Rossi than anyone else.

In an op-ed piece today on Crosscut.com, Elway explains why he believes that Rossi never really had a chance.

He says that for Rossi's strengths, issues like budget restraint and change, there just wasn't a large enough voting bloc to elect him.

Gregoire campaign memo lays out path to victory

Gov. Chris Gregoire’s campaign manager, Kelly Evans, sent out a memo to the campaign’s staff and steering committee addressing the strategy they used to win re-election.

Evans points repeatedly to the hard work done by Gregoire’s camp, and suggests they had a massive ground game built to peak in late October. Evans also brags about having a "resilient" campaign that reacted to unprecedented amounts of negative spending against them from third parties and Dino Rossi’s campaign itself.

UPDATED: Rossi concedes gubernatorial race

REDMOND -- Dino Rossi, the Republican candidate for governor, officially conceded the race to Gov. Chris Gregoire this morning.

He announced the decision at a press conference in his Redmond campaign office.

Rossi said that he had just called Gregoire to congratulate her, and to offer his services and help. He then thanked his campaign staff for all their hard work, and touted his campaign's strenths, such as outpolling the Republican presidential nominee by ten points, three more than last time, and attracting a record number of campaign contributors.
