Paving the way for LeMay

In his report to the Tacoma City Council last Friday, City Manager Eric Anderson provided a time line of legislation approved by the Council related to the LeMay Museum.

It starts with Oct. 27, 1998 -- the day the City proclaimed as LeMay Day -- and goes up through the April 28, 2009 application for $3.5 million in federal Housing and Urban Development loans.

This week at Tacoma City Hall

Here's what's on tap for the Tacoma City Council this week.

A Tuesday's study session, Council members will get an update form State Sen. Mike Carrell on the 2009 legislative session and homelessness.

On the agenda for Tuesday's regular Council meeting:

*A resolution setting a hearing for June 16 on proposed amendments to the Comprehensive Plan and Land Use Regulatory Code.

*A resolution accepting $321,221 in grant money to enhance preparedness for mass casualty events.

*Some purchasing resolutions including $1.9 million to rehab the East 34th Street Bridge; $118,000 for computer software licensing; $85,000 for car batteries; and $1 million to renew (and increase) the city contract (good through July 2012) for the rental and laundering of uniforms and linens. The garments are mainly for Public Works solid waste and wastewater management employees, and Public Utilities workers, which are provided under labor agreements.

Ushka-Hall announces campaign for Tacoma School Board

Tacoma, WA – May 18, 2009 – Catherine Ushka-Hall, a long time education advocate, has announced her candidacy for Tacoma School Board. Catherine is seeking position #2, currently held by board member Connie Rickman, who is up for re-election this fall.

Catherine’s history of education advocacy includes membership in Tacoma Citizens for Schools, Stand for Children, working on levy and bond campaigns. She has represented the community on education issues ranging from programming, to the sale of school property at school board meetings, and at Tacoma City Council. Ushka –Hall has been involved with education issues since 1989, and the decision to move from advocate to School Director is one she does not take lightly.

Tacoma Public Safety Committee meeting canceled

I just got word that this afternoon's Tacoma City Council subcommittee meeting that was to take up both the park exclusion extensions and the park smoking ban has been canceled. Those items will likely be moved to the May 28th meeting.

Fee increases for Enhanced 911 service are in the offing

I'm told the House Finance Committee on Thursday will pass out 2nd Substitute House Bill 2029, a measure that will raise the monthly fee on telephone service for E-911 to 25 cents (from 20 cents) for the state share and to 70 cents (from 50 cents) for the counties' share.

Here's a bill report for HB 2029, but it isn't up to date. This 2nd substitute has only one increase.

The original bill called for a 3-stage phase-in, until it got to $1.50 a month in 2014.

It will give you the background on the E-911 taxes (which would changed to "fees" in this bill) and will show that Verizon, T-Mobile, ATT and the the Broadband Cable Association opposed the earler versions of the bill.

First parks, now apartments: Tacoma wades into smoke-free housing debate

Last week, a Tacoma City Council committee heard a report urging them to ban smoking in city parks.

This week, a different Tacoma council committee heard a report from city staffers about how to go about banning smoking in apartments and other multi-family housing units.

Officials from the city's Human Rights and Human Services Department studied the issue and briefed members of the city council's Neighborhoods and Housing Committee about what they learned.

Second-hand smoke is responsibles for the early deaths of 65,000 Americans each year, and second-hand smoke is the third-leading preventable cause of death in the U.S., surpassed only by smoking and alcohol consumption, the report states.

Victoria Woodards announces for Tacoma City Council seat

Victoria Woodards said today that she'll be a candidate for the Tacoma City Council this fall.

Woodards, the president of the Metropolitan Parks board, will run for the at-large position now held by Mike Lonergan. Under the Tacoma charter, Lonergan cannot seek an additional term on the council.

"I am running for Tacoma City Council because I care about Tacoma and want to help make Tacoma an even better city - for all of us," Woodards said in a prepared statement.

She is a member of the Board of Trustees for the Washington State History Museum and sits on the Greater Tacoma Community Foundation Grants Distribution Committee.

Beckie Summers-Kirby announces run for Tacoma City Council

Beckie Summers-Kirby has announced she will run this fall for the District 5 seat on the Tacoma City Council currently held by Councilwoman Connie Ladenburg.

Ladenburg is barred by term limits from running again.

Summers-Kirby, 52, has served on several public board and commissions, including the Tacoma Public Library Board of Trustees, the Tacoma Human Rights Commission, the Tacoma Civil Service Board, and the Pierce County Charter Review Commission. She also served as vice chair of the Pierce County Democratic Central Committee and is currently chairwoman of the 29th District Democrats.

Summers-Kirby ran for District 4 seat on the Tacoma City Council in 2001, and lost to Rick Talbert, who is leaving the council at the end of the year after serving two terms.

Tacoma councilwoman: 'I don't think we should be playing nice.'

A hot-off-the-printer draft of a letter that Pierce County officials are preparing to send to state legislators in their quest to restore funding for transportation projects received a luke-warm reception today from the Tacoma City Council.

"I don't think it's strong enough," Councilwoman Connie Ladenburg said during the council's Committee of the Whole meeting. "It's a nice letter. I don't think we should be playing nice."

Councilman Mike Lonergan shared the sentiment, telling council members earlier in the day that Gov. Chris Gregoire's promise to have Transportation Secretary Paula Hammond look at some of the Pierce County projects that were left unfunded is "not quite good enough.
